Scientific Rapporteurs for the 4th Quality Conference for Public Administrations in the EU
Geert Bouckaert is Professor and Director of the Public Management Institute (Department of Political Sciences) of the Katholieke Universiteit Leuven in Belgium. He is also a part-time Professor in public management at the University of Antwerp and visiting Professor at the Universität Potsdam in Germany. Mr Bouckaert has previously been advisor to the Finnish and Flemish governments and to the OECD. His latest publication (with C. Pollitt) is “Public management reform. An international comparison”, expanded second edition 2004.
Elke Löffler is the Chief Executive of Governance International in the UK. She has a Ph.D. in public management from the Civil Service College in Speyer. Previously she worked as an administrator in the Public Management Department (PUMA) at OECD in Paris. She has been a consultant to many international organisations and is co-editor of the book “Public Management and Governance” (2003).
Christopher Pollitt is Professor of Public Management at Erasmus University Rotterdam. He is also Scientific Director of the Netherlands Institute of Government and Editor of the International Review of Administrative Sciences. He has written many books and scientific articles, including The Essential Public Manager (2003) and has recently edited The Oxford Handbook of Public Management (with Ferlie and Lynn, 2005).His consultancy and advice work has included projects for The World Bank, the EU Commission, the OECD and ministries in Denmark, the Netherlands, the UK and Finland.
