Short description of the case:
New ways of working have been implemented between the Swedish Social Insurance Agency (Försäkringskassan) and the Swedish National Labour Market Board (AMS). An innovative work procedure (FAROS) has been introduced to help unemployed people on sickness benefit to return to the work place. The FAROS method has been tested in five pilot areas with great results. The targeted group for FAROS has been people that are both unemployed and on sickness benefit. This is a group that has fallen in between the responsibility of AMS and Försäkringskassan - two government agencies with two different perspectives. The main focus for AMS is the labour market, whilst the main focus for Försäkringskassan is social insurance and rehabilitation. The number of unemployed people on sickness benefit has increased sharply since the 1990's. For society this increase has resulted in higher costs. For the individual it is always a personal tragedy. The FAROS method was launched in August 2002 in order to curtail costs and help the individual. The method was a success and 26,000 people have been rehabilitated and more than 36 % have left unemployment and sickness benefit for work since then. FAROS is now being introduced in all communities in Sweden and is an integrated part of the Employment offices´ and Social Insurance offices´ day-to-day work procedures.
