Short description of the case:
The project QUAPITAL aims at implementing a common project management methodology for IT projects for the public sector. The main objectives are to professionalize and increase the efficiency and quality in IT projects. Moreover it should help increasing the visibility on the projects in order to be able to react more fastly in case of problems and risks. The transparency for policy makers will also be increased. It is very important to have a same vocabulary and terminology used by all the stakeholders in a project. The roles in the project have to be defined and standardized and the decomposition in phases, activities and tasks has also to uniformized. In overall, we aim to foster a project culture and increase globally the maturity in project management in order to deal more efficiently and with a higher quality (in terms of project execution and deliverables). The project has been launched 2 years ago. The methodology which has been adopted is the Swiss methodology HERMES. In the course of the project, we have adapted this methodology to our needs and have experienced it on real-life projects. We are now in the stage of implementing the methodology in the public sector. The objective is that this project management methodology will be mandatory by 2008.
