Short description of the case:
In Estonia during municipal elections in October 2005 voting through the Internet was used for the first time. The objective of the project has been to encourage the involvement of citizens. ID-cards which is a compulsory identity document in Estonia were used for voter authentication. The electronic certificates of the ID-card enable secure authentication of web service users without prior registration. Introduction of eVoting in Estonia is a result of a long process towards citizen-oriented and service-centred information society, which presumes that public sector information systems function as a whole.
